Mr. Wooseok Kwon is with the Korean Register, where he serves in the Convention & Legislation Service Team. Since 2016, he has been engaged in the work of the International Maritime Organization (IMO) as a technical advisor to the Republic of Korea delegation. His professional expertise lies in marine environmental protection, with a particular focus on ship energy efficiency and ballast water management. In 2023 and 2024, Mr. Kwon chaired the Working Group on Environment under the Association of Asian Classification Societies (ACS), leading regional cooperation on key environmental issues. He holds a Master of Science degree in Marine Engineering from Newcastle University, UK (2015). Prior to joining the Korean Register, he served for six years as a marine engineer at sea and holds a Class 1 Chief Engineer Certificate of Competency (unlimited).At its 83rd session (MEPC 83), the International Maritime Organization (IMO) approved a set of mid-term measures aimed at reducing greenhouse gas (GHG) emissions from international shipping. If formally adopted at the upcoming extraordinary session MEPC ES.2 scheduled for October, these measures are expected to enter into force in March 2027. This session will provide a comprehensive overview of the key components of the IMO GHG mid-term measures, their potential economic and technical impacts on the shipping industry, and the outlook for future negotiations and strategic responses.

He has been working at the Korean Register (KR) since 2012 and currently serves as Principal Surveyor in the Machinery Rule Development Team. He obtained his BEng (2006) and MSc (2020) degrees in Marine Engineering from Korea Maritime and Ocean University, and earned his PhD in Naval Architecture, Ocean and Marine Engineering from the University of Strathclyde in 2024. He has served as a Technical Advisor to the Republic of Korea delegation at IMO MEPC and ISWG GHG meetings, contributing to key discussions on environmental regulations, including the development of Life Cycle Assessment (LCA) guidelines for marine fuels. He also worked as Technical Secretary of the IACS Environmental Panel and was engaged for several years in drawing approval for LNG carriers and LNG-fuelled ships. Before joining KR, he worked as a marine engineer at Hyundai Merchant Marine from 2006 to 2011.International shipping is exploring various alternative fuels to meet the IMO’s greenhouse gas (GHG) reduction targets, with biofuels emerging as a practical option for near-term transition. This presentation provides an overview of biofuels as marine fuels, covering their definition, key properties, and safety/technical considerations. Based on international standards such as ISO 8217 and CIMAC guidelines, it also outlines the regulatory and guideline development perspectives of the Korean Register

As the Head of the Green Ship Technology Team at Korean Register, I have been engaged in research and policy development for over 15 years to support greenhouse gas (GHG) reduction and environmental regulation compliance in the international shipping sector. I currently serve as a member of the Korean government delegation to the IMO Marine Environment Protection Committee (MEPC) and am involved in regulatory response and verification activities related to decarbonization regulations from the IMO, EU, and other organizations. Additionally, I lead various national and international research projects as the principal investigator, focusing on key initiatives for maritime decarbonization, including the development of integrated GHG management systems, onshore and onboard demonstration of decarbonization technologies, and onboard carbon capture.Among the EU Fit for 55 packages announced for the European Green Deal, the regulations directly related to international shipping are expanding the existing EU Emissions Trading System (ETS) to the shipping sector and FuelEU Maritime mandating the use of low- and zero-carbon fuels. FuelEU Maritime, which will take effect in 2025, requires ships to use fuels that meet greenhouse gas intensity standards, which are strengthened every five years, or to pay penalties for using fossil fuels. FuelEU Maritime is very similar mechanism to the IMO's Net-Zero Framework, which is scheduled to come into effect in 2027. Therefore, a proactive understanding and response to FuelEU Maritime is crucial. This presentation will cover the overall content of FuelEU Maritime, including its key requirements, compliance strategies, and commercial implications.

As a result, international interest in LNG bunkering—the process of supplying LNG as fuel to ships—is growing rapidly, with nations and companies competing to secure leadership in this emerging market. The transition toward carbon-neutral shipping has become an urgent global priority under the IMO Net-Zero Framework adopted in April 2025. In this context, the Republic of Korea is actively pursuing the establishment of Green Shipping Corridors in collaboration with international partners, including the United States, as part of the Clydebank Declaration process. This presentation highlights Korea’s strategy and technological roadmap to advance as a leading nation in green shipping corridors. Key objectives of the project (2025–2028) are: (i) demonstration of carbon-neutral fuel bunkering technologies and pilot operations, (ii) development of a feasibility model tailored to Korean green shipping corridors, and (iii) contribution to the development of international standards. The project also includes hazard analyses and demonstration programs for methanol and ammonia bunkering, evaluation methods for environmental performance, and pre-/feasibility studies for new green corridors in domestic and international routes. The study addresses uncertainties and variety of alternative fuels—including e-methanol, e-LNG, ammonia, and biofuels—and discusses their economic viability, safety considerations, and regulatory implications. By integrating technology demonstration, feasibility assessment, and policy development, Korea aims to reduce the carbon cost burden for shipowners, enhance port and shipping competitiveness, and contribute to global decarbonization efforts through internationally recognized standards.

He has been working as a principal researcher at the Ice Model Basin of the Advanced Intelligent Ship Research Division at the Korea Research Institute of Ships and Ocean Engineering since 2008. In particular, he has led the development of technology for evaluating the ice performance of ships at the Ice Tank, the only research facility in Korea, and has contributed to enhancing the external technological capabilities of high-value-added polar ships through technical support to industry. Additionally, he serves as an expert member of the Protection of the Arctic Marine Environment (PAME) working group of the Arctic Council and the Korean Network for Arctic Cooperation (KoNAC), a government-established network aimed at strengthening Arctic activities. He is also the head of the industry division of the Korea Arctic Research Consortium (KoARC), a member of the International Committee of the Port and Ocean Engineering under Arctic Conditions (POAC), and an expert member of the ISO Shipbuilding and Marine Engineering (TC8/SC8), all of which aim to advance Arctic ship technology and regulatory responses.

In the case of WAAM technology, compared to the direct casting method, there is no need for a mold, and the casting and processing processes can be integrated or separated. In addition, since WAAM technology can easily manufacture parts of various shapes using CAD data, it is suitable for small-quantity production of a variety of products. Therefore, WAAM technology can be applied as a flexible manufacturing method that can provide cast parts according to various customer needs. In this study, we studied the possibility of replacing cast parts (propellers) using WAAM technology. We selected wires with similar properties to cast iron materials and compared their properties, manufactured parts in the same form as cast parts using the WAAM method, and examined various problems during manufacturing.

BOG Compressor is not only used for BOG(LNG), but also for Ammonia (NH3) fuel ships and hydrogen(H2) fuel ships. It can also be used in Ammonia, CO2, and Ethane liquefaction solutions through refrigerators and compressors. In particular, Heat Pump technology, which has recently focused, designs the same refrigerant and compressor in the direction of generating heat It provides a solution that can replace ship's boilers by raising the temperature aound 95 degrees celsius.

David Jung is Business Development Manager of Business Unit Heat & Gas Systems, Marine Division at Alfa Laval, based in Aalborg, Denmark. With over seventeen years of experience, David specializes in business development and project sales, and is currently responsible for capturing new business potentials and maturing new concepts towards commercial products, especially for those arising from the advances in alternative fuels such as methanol, ammonia and hydrogen, and energy efficiency and management technologies alike. Most recently at Alfa Laval, David managed achieving the approval in principle of hydrogen gas combustion unit and commercially led the early development of methanol dual-fuel boiler. David moved to Denmark in 2011 and still lives in the country with his wife and two children, a boy and a girl. In his free time, David likes to work out and cook, and he also enjoys doing house improvement projects. Ammonia capable ships will be designed as dual fuel ships with many extra pieces of equipment/systems, amongst others to prevent/handle boil-off gas, to safely remove ammonia vapor in purge/vent, etc. This will lead to extra costs and requirements for space. Using ammonia boiler as a multipurpose system, meeting heat demands and getting rid of ammonia vapor, ship owners and shipyards alike can realize savings in costs and spaces in ammonia capable ships, minimizing the needs of extra equipment and waste/byproducts. Alfa Laval recently entered a joint development project involving key industry players where it will design and supply the world's first marine boiler system designed to function as an Ammonia Release Mitigation System for the safe incineration of ammonia waste.

Wartsila 2-Stroke Product Sales manager who is supporting 2-Stroke engine business in the countries of Korea, Japan, Australia, New Zealand, Philippines, and Indonesia. Supporting local 2-Stroke engine business by providing from product training to customized support for all solutions, such as agreements, modernizations, upgrades, retrofits, projects and products.To address the decarbonisation requirements of the existing fleet, Wärtsilä introduces the “Fitness for Fleets” portfolio of retrofit solutions for 2-stroke marine propulsion engines. The portfolio comprises efficiency upgrades and fuel conversion solutions for LNG, methanol and ammonia. With its continuously expanding decarbonisation advisory services, Wärtsilä can help shipowners develop realistic business cases and select solutions that match their operational targets. II and Tier II by Technical files and programming of the emission measurements and results, environmental development, emission and performance testing of SCR, Water emulsion EIAPP certificate and Group test for 4S engine and Himsen Engines as parent engine with classification societies and ship owners. Engaged in development of dual fuel engines for 4S Himsen engine incl. engine modification, assembly, testing and performance evaluations. In Wartsila, as Head of technical Yard & Support incl. 2S, 4S and Propulsion Products execution/management acc. to the guidelines of each role for contracted project and propose the solution as application engineering. In WinGD, Business developments, Marketing & application for 2S propulsion engines, for developing of product benefits/profits of operation profiles of the engines and environmental solution, technical consultants to ship owner, shipyards and engine builders, and contribution to make any solutions proposal and idea for contract of new building projects. Now in WinGD, as Head of Product Centre KR, who is managing in working fields with the project/product management, drawing/design engineering, product care and technical solution in engine related business, and digital, retrofit and Integrated solution engineering and solution. Swiss marine power company WinGD has confirmed key parameters for its X-DF-A ammonia-fuelled engine design after full-load testing at its Engine Research and Innovation Centre in Winterthur, Switzerland. The performance and emission measurements deliver timely assurance as the first users prepare their vessels and auxiliary systems for ammonia fuel. The tests confirm engine performance data that WinGD has published in its General Technical Data (GTD) software, available online, and guaranteed to customers. Operation on ammonia achieved the same thermal efficiency as for diesel fuel, with pilot oil consumption at the targeted 5% of overall fuel consumption at full load. Emissions data was also encouraging, with ammonia emissions below 10ppm and N2O below 3ppm. NOx emissions for ammonia operation were well below those generated during diesel use. Crucially, the low emissions were achieved without the use of exhaust gas after-treatment, allowing WinGD to confirm that no ammonia slip catalyst (ASC) will be needed to operate the engine with ammonia fuel. The first engines will be delivered from mid-2025 for ammonia carriers owned by Exmar LPG, and bulk carriers operated by CMB.Tech, deploying 52- and 72-bore engines respectively, to be built in Korea and China. These ammonia engines will be the first low-speed ammonia engines to be delivered for commercial ships, marking the beginning of a new era for the shipping industry. WinGD has already secured nearly 30 orders for X‑DF‑A engines in the bulk carrier, containership, tanker and LPG/ammonia carrier segments. WinGD has reached a milestone in realising its X-DF-M methanol-fuelled engine design, running the first commercial engine at full load on more than 95% methanol fuel. The ten-cylinder, 92-bore 10X92DF‑M engine was run on a testbed at CSSC-MES Diesel (CMD) in Shanghai in mid-December. The engine will be installed on the fourth of a series of 16,000 TEU container vessels being built for COSCO Shipping Lines at COSCO Shipping Heavy Industry (Yangzhou) shipyard. As reported, the single-fuel 10X92-B engines on earlier vessels in the series will be converted for methanol once the first newbuild X‑DF-M engine has been commissioned.

I am Hyuk Kwon, a principal researcher working at Propulsion Systems R&D Team in Hanwha Ocean. Recently, the mid-term GHG reduction measures agreed upon at the MEPC 83 meeting is very likely to be a significant turning point in accelerating the decarbonization of international shipping. The status of LNG fuel, which was considered relatively eco-friendly until now, is weakening and demand for alternative fuels such as ammonia, methanol, hydrogen, and biofuels is rapidly increasing, a significant portion of existing fossil fuels for ships is expected to be replaced. Accordingly, demand and investment in the smooth production and supply of alternative fuels, securing price competitiveness, and developing related equipment and systems are expected to rapidly increase worldwide. Among alternative fuels for ships, ammonia fuel is a fuel with great advantages in terms of production, transportation, storage, and infrastructure. Although there are some issues to be resolved in terms of stability due to the toxicity and corrosiveness of the fuel itself, if technologies that can overcome these issues are developed and sufficiently verified, ammonia is expected to become a powerful and competitive alternative that can realize the era of completely carbon-free ship fuel. In addition, it can utilize the existing ammonia production infrastructure and supply chain, and it is relatively easy to store and transport, so it has high potential to grow as a mid- to long-term carbon-free fuel solution for the marine fuel market. Hanwha Ocean highly values the potential of ammonia as a marine fuel and is rapidly developing and demonstrating various technologies and systems related to marine ammonia fuel with competitive companies. In addition, it is establishing various cooperative relationships and conducting joint research with shipping companies, classification societies, and related companies so that 'Ammonia Fuel Propulsion/Power Generation Ships' can quickly and stably enter/operate in the marine market. Lastly, Hanwha Group is reviewing/preparing investments and businesses for the entire ammonia fuel value chain with ammonia-related affiliates, so the competitiveness of Hanwha Ocean's 'Ammonia Fuel Propulsion/Power Generation Ships' is expected to increase further in the mid- to long-term.

I'm researching biofuels for ships.In order to reduce greenhouse gases emitted from the shipping sector, various policies are being implemented or will be implemented, centered around the International Maritime Organization (IMO) and the European Union (EU). In reality, the most realistic way to reduce greenhouse gases emitted from the shipping sector is to use biofuels such as biodiesel. Marine fuels mixed with biodiesel are already being supplied to ships in Europe and Singapore. Korea is also reviewing the introduction of marine biofuels, and has conducted empirical studies on biodiesel and bioheavy oil for this purpose. This presentation includes the necessity of introducing biofuels as marine fuels and the current status of domestic promotion.

Dr. Jong-Won KIM received his undergraduate and doctoral degrees in Nuclear Engineering from Seoul National University, and worked as a post-doctor associate in the Department of Nuclear Science and Engineering at MIT. In 2013, he joined Samsung Heavy Industries, where he has been responsible for safety analysis of offshore plants and alternative fuel vessels, specializing in thermal-hydraulic analyses and simulations. More recently, amidst growing global interest in maritime nuclear energy, he is getting involved in a national R&D project focused on “Developing Marine Applications for Molten Salt Reactors (MSRs)”, as Principal Investigator. His research aims to advance nuclear-maritime interface technologies and commercialize nuclear powered ships/floating nuclear power plants.As greenhouse-gas and carbon-emission regulations tighten worldwide, nuclear energy is gaining issues as a zero-emission, high-energy-density power source. This presentation will examine some business cases such as nuclear-powered ships and multi-purpose floating nuclear power plants for electricity generation and other applications. It will also review key initiative activities by the IMO, IAEA, and relevant NGOs to establish nuclear-maritime licensing and regulatory frameworks, and explore the potential for adopting nuclear energy as an alternative fuel in the maritime and offshore industries beyond 2030.

This achievement earned UPA the Prime Minister's Commendation and an IAPH World Ports Sustainability Program (WPSP) award. He has led several projects for the Korean government and UPA to establish an alternative marine fuel supply chain and a Green Shipping Corridor between Korea and the United States. A key accomplishment was the successful acquisition of a stake in a commercial tank terminal to secure storage facilities for alternative marine fuels. His major awards include the Prime Minister's Commendation at the 2024 Day of the Ocean in Korea. He holds a bachelor's degree in industrial engineering from Dong-A University (2010) and a master's degree from Ulsan University's Graduate School of Business (2016).

After graduating from Maritime University in 1996, He joined HMM (formerly Hyundai Merchant Marine). After about 10 years of on-board service, he performed various duties including ship management, supervision of operations, and planning. Since 2010, He has been working in the R&D team, handling tasks related to responding to ship environmental regulations. Currently, he was engaged in formulating strategies to comply with ship greenhouse gas regulations, verifying energy saving devices for improving energy efficiency, and ship retrofitting. At the 83rd session of the MEPC in April 2025, the IMO GHG mid-term measures were approved. This marks the completion of the overall framework for greenhouse gas regulatory packages being promoted by both the IMO and the EU. The shipping industry is currently under significant pressure to decarbonize. This pressure comes not only from regulations but also from the market and even from nations advocating for initiatives like green shipping corridors. In response to these decarbonization pressures, shipping companies are making continuous efforts. They are seeking measures to reduce carbon emissions from existing vessels, and most new ships are being built to operate on zero- or low-carbon fuels. Through this presentation, I would like to discuss the decarbonization pressures faced by shipping companies and the corresponding efforts being made in the industry.

Young-Shik Kim is the Director of the Alternative Fuels and Power Systems Research Center at the Korea Research Institute of Ships and Ocean Engineering (KRISO). He joined KRISO in 2003 after earning a bachelor’s degree in Mechanical Engineering, and later obtained a master’s degree in Intelligent Robotics Engineering from Chungnam National University in 2010 and a Ph.D. in Mechanical Engineering from KAIST (Korea Advanced Institute of Science and Technology) in 2018. He is an expert in marine system modeling and model-based control, with 15 years of experience in performance evaluation of marine systems through model basin testing. Currently, he is dedicated to developing eco-friendly electric propulsion systems and related technologies aimed at achieving carbon neutrality and environmental sustainability. He has a strong interest in the greening, electrification, and automation of all marine systems, including ships, and is leading research and development efforts to bring these future technologies to realization.As the transition to greener ships continues, we present an analysis of research trends in fully carbon-free propulsion ships.

Davina was appointed by Governor Gavin Newsom of California to serve on the California Air Resources Board (CARB) enacting landmark decision such as ACC2, ACT, locomotive Initiatives, ACF, Commercial Harbor Craft, LCFS and chaired the Bay Area Air Quality Management District (BAAQMD) board of directors– the United States’ first regional air pollution control agency. Davina championed California’s transition to zero-emission transportation, having served on the public policy board of Veloz and chairing BAAQMD’s inaugural Community Health Equity and Justice Committee. Davina’s public service spans local, state, and regional levels. She served three consecutive terms on a California Department of Consumer Affairs board, focusing on policy reform and court justice. A senior public policy fellow and frequent keynote speaker, she also contributes her expertise to the non-profit boards of the Legal Aid Society of San Mateo County and Santa Clara University’s Government Ethics Council at the Markkula Center. Davina holds a Juris Doctorate from Santa Clara University School of Law, where she earned a specialized certificate in international public law and externed with the United States District Court for the Northern District of California. Abstract A telescopic type of hard sail wind-assisted propulsion system solution for large vessels called Wind Challenger has been developed by Mitsui O.S.K. Lines and Oshima Shipbuilding Co. Ltd. through joint research with research institutions, and a classification society. The Wind Challenger has been installed on a large bulk carrier named Shofu-maru and has been successfully constructed and delivered for operation in 2022 and in the actual service. The second vessel Green Winds, on which the Wind Challenger was installed a 65,000 deadweight ton bulk carrier, was delivered in 2024. It has been decided to install two sets of Wind Challengers on a 174,000 cubic meter LNG carrier, which is being built in a Korean shipyard. In addition, there are plans to install it on various types of large vessels in the future, and development and design for this purpose are currently underway. This paper provides a general introduction to the Wind Challenger project, its technical background, performance measurements, fuel saving evaluations, the lessons learned from installations on the actual ocean going vessels, and future plans.
